BCTS offers U.S. Department of Labor–approved apprenticeship training in Electrical, Plumbing, and HVAC/R. Both components are required to advance through the program and qualify for state licensing exams.
Program Components
On-the-Job Training (OJT)
- Apprentices must work for a licensed sponsoring employer.
- Employers verify and track OJT hours.
- 8,000 hours are required to reach journeyman status.
- After completing 8,000 OJT hours + 576 RTI hours, apprentices must complete an additional 2,000 hours (about one year) for full state licensure.
Related Technical Instruction (RTI)
- 576 total classroom hours required (144 per year over four years).
- Classes are held in the evening to allow full-time employment.
- RTI hours are tracked by the Apprenticeship Coordinator.
Certificates & Transcripts
Certificates are issued for each completed RTI course and recorded on your transcript. Transcripts are provided to employers and the U.S. Department of Labor as needed.

ADULT HSE/ESL PROGRAMS
English for Employment and Training
Offers a more personable study of English to those seeking to improve work environment communication and/or wish to develop language skills in preparation for employment opportunities.
-------------------------------------------------------
The New Jersey Department of Labor, Office of One-Stop Programs and Services, funds part-time classes for adults to improve their English language skills or obtain a GED diploma. Classes are free to participants, and times and locations vary as classes are held throughout the county. Students may attend two mornings, afternoons, or evenings for a total of 4 to 6 hours per week, depending on the class.
FREE HSL Preparation Classes
HSL Preparation is intended for persons who, for any number of reasons, have missed their first opportunity to complete a high school program of instruction. The GED tests can be administered only to persons who are at least 16 years old, have not graduated from an accredited high school or received a high school equivalency certificate or diploma, and are not currently enrolled in a regular high school. Participants take a placement test and are placed in GED or Pre-GED level classes. All students study reading comprehension in the areas of Social Studies, Literature, and Science, as well as Mathematics and Writing. Anyone who adheres to the school attendance policy and makes progress is encouraged to remain in the GED Prep program until she/he obtains a diploma.
FREE English Literacy and Civics and ESL Classes
English Literacy and Civics and Part-Time ESL Classes enable participants to acquire improved language and citizenship skills and participate in post-secondary education, training, unsubsidized employment, or career advancement. Instruction is at the main location in Hackensack and satellite sites in Fort Lee, Garfield, Englewood, East Rutherford, and Leonia. There is usually a waiting list for part-time ESL classes.
